Internal tooling changes: IWYU guidelines added to AGENTS.md with rust_io_link_check removed, and a server bench test deflaked.

Durable Object retry policy can now be set per stub, and a transient marker is added for Durable Object call failures. Stream constructors have pinned behavior for how they read source, sink, and transformer members, and a queued ReadableStream's source is released once its algorithms clear.

RPC stream EOF bookkeeping now accounts for pumped bytes, and Pyodide's compiled Wasm module is kept alive across isolates. Actor exceptions are reported against the correct request, plus test and cleanup work on stream reading steps and tee()/detach divergences.

Adds a Hyperdrive JavaScript binding and an async trace mechanism, plus a basic instance type for container start options. Streams get lifetime and termination fixes including backward error propagation in pipeTo(), and the fetch cache option no longer overrides the origin's Cache-Control.

The workerd server is replaced by a Rust server layered over a C++ factory, and the Kitesurf backend is added to Browser Run types. Timer scheduling and clock clamping are now scoped to input gates, and actor call retries are spread across the retry timeout.

Added a wasm_esm_integration_builtins compatibility flag for runtime-compiled Wasm, and SRS queries are now grouped by a top-level queryId. Build changes fix server-test when the transpiler is disabled and reduce the need for symlink actions.

C++ streams are no longer installed when the ts flag is enabled, and kj-hyper moves hyper, rustls, and kj's WebSockets behind kj-typed seams. Also consolidates streams-test.c++ into other tests and cleans up after the startup-snapshot and WrapGlobal changes.

Fixed a parked move-later alarm desynchronizing the scheduled alarm, and hardened TypeScript streams to treat undefined IdentityTransformStream chunks as no-op writes, accept bare SharedArrayBuffer chunks in TextDecoderStream, and settle compression writes or closes cut short by a cancel. Also bumps V8 to 15.6 and returns IteratorResult<T, undefined> in SqlStorageCursor.next.

Fixed re-entrancy bugs in tee branch close handling, multiple algorithm clearance/re-entrancy issues, and a detached TransformStream native writable now closes and rejects its pending writes. Also introduced a V8 startup-snapshot pipeline and observer hooks for isolate cost attribution, plus TS readable stream queue clamping and precise UTF-8 length sizing.

TypeScript ReadableStream.from now follows the spec's iterator protocol, and exceptions thrown while releasing objects during GC are contained. Also reports wrapper cppgc allocations to V8 outside the no-GC scope.

Generic Flagship binding types and typed structured Flagship evaluation context are now available, and D1 now supports direct JSRPC responses with structured errors. RPC types also support ReadonlyMap and ReadonlySet, plus more spans and tags for Python workers.

Workerd tuning includes re-entrancy and microtask resolution timing changes and SharedArrayBuffer view rejection pinned across byte-stream entry points. Also aligned the TypeScript ReadableStream async iterator with WebIDL and added a request size hint to tailStreamSession().

Rust interfaces gain PromisedInterface along with into_kj and notSupported support. Dependency bumps for next and urllib3 accompany the release.

Cloudflare workerd exposes new Durable Object snapshot APIs.

Adds a ctx.cache.invalidate() method to the Cache API for programmatically invalidating cached entries. Also wraps non-coercible values in JSG bindings and expands unit-test coverage of JSRPC retry paths.

Restored the C++ exception boundary in console.* decorators and added a Workflows create batch overload. Also fixed reportQueryEvent failing to cover prepare statements.

Fixed spurious unhandled rejections emitted by Durable Object fetch retries, and reverted the compat date update for durable_object_io_tasks_prevent_eviction.

Adds a @retryable Durable Object decorator and Artifacts repository read types, updates to V8 15.5.35.7, and bumps the compat date for durable_object_io_tasks_prevent_eviction. Also centralizes TraceContext construction and enables debug for V8's heap.cc.
