Fixed FDv2 goodbye events to align with spec by sending reason-only, and corrected the in operator to keep booleans and numbers distinct. Also honored server-directed FDv1 Fallback Directive in the initializer phase and dropped persistent-store cache after FDv2 in-memory store init.
