Added X-LaunchDarkly-Instance-Id header support and fixed afterTrack hooks to execute in registration order. Also dropped persistent-store cache after FDv2 in-memory store initialization and removed non-spec Silent/Catastrophe fields from FDv2 Goodbye.

Tracker is no longer returned alongside AI Configs; use Config.CreateTracker() to obtain it instead. TrackUsage has been renamed to TrackTokens, per-execution runId and at-most-once tracking are now supported, and cross-process tracker resumption is available. A security fix prevents context attributes from influencing judge template parsing.
