Terraform Provider AzureRM

Adds the azurerm_data_protection_backup_instance_cosmosdb_account resource and list resource, plus a list resource for azurerm_automation_runtime_environment_package. Fixes a perpetual diff from list order on trusted_external_tenants in azurerm_kusto_cluster and removes the default for unix_permissions in azurerm_netapp_volume so SMB and dual protocol volumes with NTFS security style can be provisioned.

New azurerm_relay_namespace data source, plus azurerm_mssql_managed_database gains cross-region and recovery restore via recover_database_id and azurerm_postgresql_flexible_server adds ads_v6 SKUs. Fixed azurerm_api_management_diagnostic dropping sampling_percentage when set to 0 and azurerm_logic_app_standard failing to remove all deleted app_settings in a single apply.

Adds the azurerm_data_protection_backup_policy_cosmosdb_account resource and list resource, an azurerm_storage_account_static_website data source, and an azurerm_servicebus_queue list resource. Also adds a metrics_enabled property to the API Management diagnostics resources, Minute frequency support for azurerm_automation_schedule, and fixes virtual_machine_id parsing in azurerm_dev_test_global_vm_shutdown_schedule.
