Bluegreen deploys are now rejected when using detached process-group machines. Also improved launch metrics population on early region-determination failures and bumped fly-go dependency to v0.9.0.

Added MPG extension management commands to flyctl.

Removed a nonexistent --cluster flag from the connect hint for machines (MPG), and added a warning when Docker build context is unexpectedly large. Plus dependency updates across Go packages and GitHub actions.
