Link hover underline fix; docs tables scroll instead of overflowing

Fixed

• Hovering a link in a collection digest no longer underlines every link on the page simultaneously; the current-week digest byline is now visually distinct instead of rendering in the dimmest text tier.
• Docs tables are now readable at typical viewport widths — wide tables scroll horizontally instead of overflowing onto the TOC rail, and the /docs/api/rest pagination table has been reformatted to fit the column cleanly.
