Spinner no longer shifts layout; avatar border radius proportional

Patch Changes

• Fix small actions button border radius to ensure consistency. (#9146) by @alexcarpenter

• Reduce the organization avatar's border radius in the OrganizationSwitcher trigger so it stays proportional at the smaller trigger size. (#9148) by @alexcarpenter

• Set box-sizing: border-box on the spinner so its border no longer changes the rendered size and causes a layout shift. (#9147) by @alexcarpenter
