Stale Redis process cleanup fixed; LDAP cert auth no longer blocks local users

Bug fixes for -MOVED response metrics visibility, incomplete cleanup of stale Redis processes, internode encryption certificates, high CPU usage due to excessive heartbeat logging, and certificate-based authentication for LDAP blocking local user authentication. Internal fixes and improvements.
