Role change API applies across all orgs in one request

Role management API

Self-hosted instances can now apply a role change across every active organization in one API request. Use org_id: "ALL" with a self-hosted instance API key on POST /v1/users/roles, or pass a provider organization ID to target one organization. The ALL value is only available for self-hosted instance API keys.
